Thank you for your letter of October 1,1986, which provided additional

information to supplement your letter of June 18, 1985, which was in response

to our letter and Notice of Violation dated May 22, 1985. Although you did

- not commit to a new date to complete the update of vendor technical

information, you stated that you anticipated that this would be completed by

December 1986.

at Cooper Nuclear Station

Dear Mr. Gagliardo:

I. E. Inspection Report 50-298/85-15 ide:.tified several Cooper

Nuclear Station (CNS) activities in violation of NRC requirements

one of which concerned control of vendor technical information.

In Part 3.g of Reference 1, District committed to have related

technical information included in the document control system by

September,1986, to correct this violation.

This letter is to inform you that the above commitment was not

met by October 1,1986. As of today, 50 safety-related manuals

have not been upgraded by the document control system.

This

situation was due to the failure to receive, in a timely manner,

various manual updates from 14 vendors which supply

safety-related components to CNS.

Each vendor has been

contacted at least twice to provide updates with some being

contacted up to seven different times.

Each of these vendors

was initially contacted on or before July 7, 1986, with most

being conheted during April and May,1986.

It is anticipated

the updated technical information will be received by early

December.

Half (7) of the vendors have indicated the updates

would be delivered shortly and financial agreements have been

established with the remaining seven to provide the material.

Notwithstanding the above, great progress has been made in

developing the vendor manual control system at CNS.

During

this program 267 CNS vendors were contacted and over

220 safety-related manuals were updated along with many

nonsafety-related manuals issued by the same vendors.
