INSPECTION OF COMANCHE PEAK DESIGN ADECUACY PROGRAM IMPLEMENTATION

OF DISCIPLINE SPECIFIC ACTION PLANS VIII, IX, and XI; 50-445/86-19,

This letter conveys the results and conclusions of the subject inspection conducted

by the NRC's Office of Inspection and Enforcement (IE). The inspection team was

composed of NRC personnel from IE and the Office of Nuclear Reactor Regulation, as

.well as consultants. The inspection took place at TERA offices in Berkeley and

San Jose, California from July 7 to 16, 1986. We apologize for the delay in

issuing the inspection report. However, the open items resulting from the in-

spection were discussed in the exit meeting. The inspection team will examine

your response to these during its next Design Adequacy Program (DAP) inspection.

This was an in-process inspection of the DAP, one of several to be conducted

jointly by IE and NRR at different stages of the DAP. The enclosed inspection

report identifies positive aspects, as well as discrepancies which require

corrective actions and which are highlighted in the report summary (Section 1).

The team will make conclusions 'on the overall DAP af ter it completes its total

inspection program, which includes evaluating the resolution of these discre-

pancies and the final results reports.

In accordance with 10CFR 2.790(a), a copy of this letter and its enclosure

will be placed in the NRC's Public Document Room.
