Gentlemen:

This refers to the inspection conducted by Mr. H. S. Phillips and other members

of the Region IV Comanche Peak Task Group during the period June 1-30, 1986,

of activities authorized by NRC Construction Permits CPPR-12.6 and CPPR-127 for

the Comanche Peak Steam Electric Station, Units 1 and 2 and to the respective

discussions of our findings with Messrs. J. Beck and L. Na^ce and other members

of your staff at the conclusion of the inspection.

Areas of construction examined during the inspection inclinded Unit 2 plant

status; Unit 2 general plant inspections; receipt inspections / storage; Unit 2

reactor coolant pressure boundary welding; Unit 2 mechanical components; welder

qualification; Unit 2 construction verification testing; Unit 2 preservice

inspection; a'id electrical components, conduit and supports, cable and cable

tray and support installation. Within these areas, the inspection cunsisted of

selective examination of prncedures and representative records, interviews with

personnel, and observations by the inspectors.

The inspection findings are

documented in the enclosed report.

During this inspection, it was found that certain of your activities were in

' violation of NRC requirements.

Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations.

Your response should be based on the specifics contained

i

in the Notice of Violation enclosed with this letter.

Four unresolved items are identified in paragraphs 10b,10c'(3), and 10e(4) of

l

the enclosed inspection report.

The responses directed by this letter and the accompanying Notices are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
