C. 20556 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.121 TO FACILITY OPERATING LICENSE NO. NPF-1 PORTLAND GENERAL ELECTRIC COMPANY THE CITY OF EUGENE, OREGON PACIFIC POWER AND LIGHT COMPANY TROJAN NUCLEAR PLANT DOCKET NO. 50-344 INTRODUCTION By letter dated June 14, 1985, the Portland General Electrical Company (the licensee) proposed a change to the Technical Specifications for the Trojan Nuclear Plant which would amend the surveillance requirement Paragraph 4.8.1.1.2.b.3.c regarding the bypassing of emergency diesel generator trips. The change would add " fail-to-start" to the automatic diesel generator trips that would not be bypassed u'on p loss of voltage on the emergency bus and/or a safety injection actuation signal.

DISCUSSION AND EVALUATION Paragraph 4.8.1.1.2.b.3.c presently requires at least once per 18 months during shutdown, a simulation of a loss of offsite power with and without a safety in-jection and:

" Verifying that all diesel generator trips, except engine overspeed, generator phase overcurrent, generator neutral current or generator loss of field, are automatically bypassed upon loss of voltage on the emergency bcs and/or safety injection actuation signal."

The licensee's proposed change would add " fail-to-start" following " engine over-

, speed" in the above Technical Specification. The licensee ex lockout is initiated and the emergency diesel generator (EDG)isplains that engine automatically shut down if the fail-to-start relay does not sense an EDG jacket cooling water pressure greater than 15 psig and an engine speed greater than 200 rpm within five seconds of the start signal.

The lic c ee is requesting a change in the Technical Specification to make it consistent.with the present design, and is not requesting a design change. The current design has previously been found acceptable and our limited review has disclosed no particular concerns with the acceptability of the design. Specification into conformance with the EDG design. We agree that since the design is such that the fail-to-start trip is not automatically bypassed during operating conditions, then the surveillance test should not require verification that it is bypassed. We therefore find the proposed Technical Specification change to be acceptable.

ENVIRONMENTAL CONSIDERATION This amendment involves a change in a surveillance requirement. The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in inJividual or cumulative occupational radiation exposure. The Commission has previously published a proposed finding that the amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, the amendment meets the eli.gibility criteria for categorical exclusion set forth in 10 CFR 651.22(c)(9). Pursuant to 10 CFR 551.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
