SUBJECT:

RANCHO SECO NUCLEAR GENERATING STATION - IMPROVEMENTS IN MAINTENANCE AND TEST PROCEDURES FOR B&W PLANTS - GENERIC LETTER (GL) 83-28, ITEM 4.4 Generic Letter 83-28 Item 4.4, required that you confirm that safety-related maintenance and test procedures are applied to the diverse reactor trip feature provided by interrupting power to the control rods through silicon controlled rectifiers (SCRs). In addition, the test procedures should verify that the SCRs have degated and the SCRs should be included in the surveillance and test require-ment sections of the Technical Specifications. .The Technical Specification requirements for the SCRs are not included in this evaluation and are being handled as a separate licensing action.

We have reviewed your responses to Item 4.4 of GL 83-78 and found them acceptable. Our Safety Evaluation (SE) and our contractor's Technical Evaluation Report (TER) are enclosed for your information. This completes Item 4.4 of GL 83-28 for the Rancho Seco Nuclear Generating Station.
