Announcement No: SES-151A OPENING DATE: September 3,1986 CLOSING DATE: October 3,1986 POSITION: Director, Office of Information Resources Management LOCATION: U.S. Nuclear Regulatory Commission, Office of Infomation Resources Management, Bethesda, Maryland AREA 0F CONSIDERATION: ALL QUALIFIED CANDIDATES SPECIAL NOTE: THIS POSITION IS IN THE SENIOR EXECUTIVE SERVICE (SES)
AND IS DESIGNATED AS AN SES GENERAL POSITION. SELECTEE WILL BE REQUIRED TO ENTER THE SES.
DUTIES:
Responsible for managing and directing the Agency's Infomation Resources Management program which encompasses the ADP, telecomunications, document control and related infomation functions. Acts as the principal staff advisor to the Executive Director for Operations and the Commission on the use and application of automated systems to meet the Agency's requirea ments for infomation processing, distribution and control. Develops policies, programs and procedures in support of these responsibilities.
QUALIFICATIONS:
Qualifications include substantial supervisory, managerial and/or policy making experience along with the relevant subject matter experience described below.
Mandatory Technical
- 1. Broad knowledge and understanding of ADP and its application in managing a complex information system.
- 2. Knowledge and understanding of the various components of a complex infora mation processing system and their effective integration. Such components would include: ADP, telecommunications, office automation, document and records management, library services, etc.
Desired Technical f
- 1. Knowledge and understanding of the process and functioning of a federal .7 regulatory body.
t L SES 151A 2 MANAGERIAL / EXECUTIVE Executive qualifications are defined in terms of competence to assume leadership responsibility in six activity areas broadly appitcable to executive positions throughout the Senior Executive Service.
- 1. Effectiveness in integrating internal and external program / policy issues (i.e.
understanding the impact of program activities; coordinating efforts with internal offices, other government agencies, laboratories and industry groups on varied, complex and controversial technical issues).
- 2. Ability to function as an organizational representative and liaison on substantive issues.
- 3. Ability to provide direction and guidance of programs, projects or policy development (i.e. long-tem and short-tem planning of program / project activities; formulate program goals and objectives).
- 4. Ability in resource acquisition and administration including: experience in budget fomulation; execution and resource forecasting; allocation and utilization, long- and short-range resource and program planning; EE0 and affirmative action planning; and budgeting and contracting.
- 5. Ability to utilize human resources (i.e. selecting, developing, trainin managing a professional staff; EE0 and affirmative action achievements)g and
- 6. Ability to analyze and review program / project activity results.
EVALUATION METHODS Candidates will be rated on the basis of meeting the qualification criteria st' ated above. Only candidates meeting all of the mandatory technical qualifications will be deemed eligible for further consideration. In determining the degree to which
' candidates possess the required or desired knowledges, skills, and abilities, the rating panel will consider related experience, education, training, awards, appraisals of performance and professional references.
Selection will be made without regard for race, color, religion, sex, national origin, political affiliation, marital status, physical handicap, age, member-ship or non-membership in an employee organization, personal favoritism or other non-merit factor.
SALARY The Senior Executive Service currently provides for a payable salary range of
$61,296 - $72,300 per year. The salary range for this position is ES-1 through ES-5 ($61,296 - $70,500).
PROBATIONARY PERIOD A candidate for career appointment will be required to serve a one year probationary period unless he/she currently has career status in the Senior Executive Service.
