AUTHORITY TO APPROVE THE EfiPLOYffENT OF AN IflDIVIDUAL PRIOR TO C0f1PLETI0ft 0F THE REQUIRED IflVESTIGATI0ft AND REPORT UHEft ACCESS TO CLASSIFIED f!ATTER IS fl0T INVOLVED Reference is made to the authority granted to the Executive Director for Operations by the Commission on December 21, 1978, for approving employment of an fiRC applicant prior to the completion of the required investigation when access to classified matter will not initially be required.

Approval is requested to employ the following individual prior to the com-pletion of the security investigation and report required by Section 145b of the Atomic Energy Act of 1954, as amended.

The individual has been selected to fill the position indicated.

Favorable pre-employment ch.$cks have been conducted.

Edward C. Gillen, Auditor, 0IA ffr. Gillen has been selected to fill the position of auditor.

There are currently four auditors supporting the audit work load for the Administrative Audits Branch.

However, one is scheduled to take a leave of absence for maternity purposes in less than four weeks, and another has been detailed to work on a Commission requested audit which will take two to three more months to complete.

Delays in obtaining a replacement for the vacant position would cause us not to be able to complete our planned audit assignments for the year.

Administrative controls will ba established to assure that Mr. Gillen will not have access to National Security Information or Restricted Data until he is granted an access authorization by the Division of Security.
