SUBJECT:
REEVALUATION AND AFFIRMATION OF NO SIGNIFICANT CHANGE FINDING PURSUANT TO THE BRAIDWOOD STATION UNIT 1 OPERATING LICENSE ANTITRUST REVIEW-By letter dated September 15, 1986, the Illinois Municipal Electric Agency (IMEA), through counsel, requested reevaluation of your " Finding of No Significant Antitrust Change" pursuant to the antitrust operating license review of the captioned plant.
Enclosed for your signature are:
(1) an affirmation of your finding; (2) a Federal Register notice; (3) a Commission information paper; and (4) a letter to IMEA's counsel. Staff's conclusion is that IMEA's request lacks sufficient justification for reversal of your updated finding because the basis for the request lies outside of the scope of the Connission's antitrust review procedure.
The finding will become final 30 days after publication in the Federal Register unless the Commission exercises sua sponte review.
