Three (3) originals and thirty-seven (37) copies of an Application for Amendment to our operating license to:

a.

revise the pressurizer and main steam code safety valve specifications to include a note to clarify the valve lift setting test requirements, b.

change the allowable valve setpoint tolerance from t 1%

to

+1%

-3%

to provide a

wider range to accommodate setpoint drift without compromising the analyzed safety valve relief capability, and c.

revise the safety valve bases to delete reference to the specific ASME Section XI edition and subsection applicable for safety valve testing.

These changes have been reviewed by the OSC and ORC and determined to be safe and do not involve an unreviewed safety question.

2.

Forty (40) copies of documents designated Attachments A and B

which set forth the change in technical specifications and its no significant hazards determination.

A check in the amount of $150.00 is attached as payment of the license amendment application fee in accordance with 10 CFR 170.

APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission (the

" Commission"),

Duquesne Light Company

("DLC"),

holder of Operating License No. DPR-66, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended to:

a.

revise the pressurizer and main steam code safety valve specifications to include a note to clarify the valve lift setting test requirements, b.

change the allowable valve setpoint tolerance from i 1% to

+1%

to provide a

wider range to accommodate setpoint drift without compromising the analyzed safety valve relief capability, and c.

revise the safety valve bases to delete reference to the specific ASME Section XI edition and subsection applicable

for safety valve testing.

The proposed technical. specification change is set forth in Attachment A to this Application.

A no significant hazard evaluation is set forth in Attachment B.

Based on the guidance provided by the Commission, the proposed changes have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.

t WHEREFORE, Applicant respectfully requests that Appendix A to Operating License No.

DPR-66 be amended in the form attached hereto as Attachment A.
