6 ENCLOSURE 1 NOTICE OF DEVIATION Alabama Power Company Docket Nos. 50-348 and 50-364 Farley License Nos. NPF-2 and NPF-8 The following. deviation was identified during a Nuclear Regulatory Commission (NRC) inspection conducted on August 25-28, 1986.

Farley Nuclear Plant FSAR, subsection 9.2.1.6, states that prevention of organic fouling in the plant service water system piping and equipment will be accomplished by intermittent chlorination of the service water.

The licensee further stated in response to IE Bulletin 81-03, dated May 26, 1986, item 5.e., that the planned corrective and preventive action to control organic fouling.for Farley Units 1 and 2 is to continue the l

chlorination program at the service water intake structure.

The chlorina-tion program consisted of chlorinating at a concentration of 0.5 ppm at the cooling pond intake structure for three 45-minute periods per day.

l Contrary to the above, the FSAR and IE Bulletin response commitment for chlorinating the service water system du' ing the period from January 1982 r

to March 1983, was not met when the chlorination system was out of service.

It. appears that this contributed to larval clams entering the plant through the service water system, causing fouling: of. service water system piping and components. No compensatory measures were implemented for prevention of organic fouling of the service water system.

Please provide in writing within 30 days of the date of this Notice a description of corrective actions regarding this deviation, actions taken to avoid further.
