The conference was requested by your staff to discuss our previous submittals, references 1, 2, and 3. This response should be used in conjunction with our previous submittals and in l some cases provides information which supercedes the content of the referenced letters. Attached are:

ATTACMENT I DR/QR INSPECTION REQUIREMENT STATUS

1. Component MP-022/3 - Turbochargers The baseline rotor axial end play measurements and visual inspections of the turbocharger thrust bearings have been completed for both Unit I engines.

Following the integrated test (ESFAS) another rotor axial end play and visual inspection of the thrust bearings will be performed.

Additionally a liquid penetrant test of the stationary nozzle rings will be performed following ESFAS testing.

2. Component 02-310A - Crankshaft The torsiograph testing on the crankshaft is scheduled to be completed prior to ESFAS testing. The data reduction and comparison with the TDI Holzer calculations and vibrational analysis will be performed prior to fuel load.
3. Component 02-390G - Rocker Arms and Pushrods The rocker arm drive stud inspections have been completed, satisfactorily, for both Unit I engines.
4. Component 02-380A - Exhaust Manifold A procedure to inspect the capscrews, which hold the water jacket to the exhaust manifold assembly support, following an SSE will be issued prior to fuel load.
5. Component 02-3808 - Exhaust Manifold Bolting

The following inspections have been satisfactorily completed on both Unit I engines:

a) Proper torque applied to exhaust pipe flange capscrews.

b) Proper bolting installed at the manifold and flange connections, c) Proper gaskets installed. l d) No binding exists on the exhaust manifold and no cracks exist at the manifold flange fillets.

6. Component 02-410B - Overspeed Trip Governor and Accessory Drive Assembly The material comparator tests on the accessory drive gear was repeated on both Unit I engines with satisfactory results. The maintenance

Attachment I Page 2 matrix requires a visual inspection of the drive gears at Alternate E0C to ensure integrity of the gears and no premature wear. All inspections, visual and dimensional, have been completed on both Unit -

I engines.

7. Component 02-365-C - Fuel Injection Equipment The DR/QR recomrrends a visual inspection of the compression fittings at both ends of each fuel injection line monthly. VEGP will inspect the tubing during each monthly test, however the compression fittings are not directly inspected. VEGP has incorporated the shrouded fuel lines and a fuel injection line break / leakage detection system which is always active. If the compression fittings should leak or a line ruptures, the fuel is directed to a tank. A level switch in the tank actuates a local and control room annunciator.
8. Component 02-420 - Engine Driven Lube Oil Pump As stated in previous correspondence, VEGP will not implement the DR/QR recomrrendation to replace the flange on the suction of the pump with a dresser coupling. Analysis by VEGP's AE (Bechtel) has shown the modification is not required. The Bechtel calculations are to

, be transmitted to the Owners' Group for their concurrence. Final resolution of this issue will be prior to fuel load.

Section E of Appendix II lists ao number for flywheel bolting for Vogtle because there is no recomrrended maintenance for this item.

Flywheel bolting was verified to be correctly installed and torqued during generator installation.

11. Component - Gear Train Section E of Appendix II lists no number for the gear train for Vogtle because the individual gears have their own inspection. The following is a list of those component numbers:

ATTACHENT III STAFF QUESTIONS ON TDI DIESEL GENERATOR SER

1. Section 2.1.3.13 Cylinder Heads The staff has requested VEGP to comment on the last paragraph of this section concerning PNL's recomendations for alternative procedures and acceptance criteria in future cylinder head inspections. PNL's report PNL-5600 Section 4.10.4.3 page 4.159 suggests using ASME Code (1983)Section V, Article 7 for methodology for MT examination, ASME SA-613, Section 19 for tit acceptance criteria, ASME Code (1983)Section V, Article 6 for methodology for PT examination, and ASME SA-613, Section 20 for PT acceptance criteria.

The Vogtle NDE procedures already are written to ASME Code (1983)

Section V, Article 7 and Article 6. The Diesel Maintenance Procedure will be revised to reference SA-613 for acceptance criteria.

2. Section 2.1.3.16 Fuel Oil Injection Tubing PNL report PNL-5600 section 4.14.4.2 recomended that all replacement fuel injection tubing purchased should be made of SAE 1010 material rather than SAE-1008, since the SAE 1010 is slightly stronger.

For future purchases, VEGP will specify the tubes be made of SAE 1010 if TDI is able to supply them.

ATTACHENT IV REVIEW 0F DUKE POWER LETTER CONCERNING.

TDI DIESEL FAILURES AT CATAWBA

Reference:

Duke Power Company letter dated June 17, 1986 to Dr. J. Nelson Grace of the NRC.

The referenced letter describes diesel generator start failures at Catawba' Nuclear Station, Unit 2 attributed to fuel rack binding. The diesel generators at Vogtle have not experienced a similar problem to date.

During initial engine checkout, the inspection described by Catawba was performed on the Vogtle engines. The Vogtle Diesel Generator Maintenance Procedure includes detailed instructions to identify a possiblity of this problem. The inspection is required to be performed at each outage.

Because of the above, Vogtle considers that it has taken adequate steps to prevent the problem experienced by Catawba.

i ATTACHENT V

. REVIEW 0F DELTA CONTROLS LETTER CONCERNING GE RELAY FAILURE DUE TO IW ROPER WIRING

Reference:

Delta Controls letter dated September 3,1986 to NRC.

Vogtle testing personnel discovered the problem with the GE relay wiring during initial system run and prior to preoperational testing. Two relays ,

failed (subcomponent burned up) during functional testing. Subsequent investigation found that the relays were wired per the Delta Control drawings but that the drawings were in error. The error resulted in an incorrect polarity (125 VDC control circuit) on an RC network in parallel with the relay's coil. The resistor in the RC network failed due to overheating.

Vogtle has since revised the drawing, corrected the relay wiring, had all the relays reworked /recertified by Delta Controls and successfully completed preoperational testing.

This item is considered to be closed by Vogtle personnel.
