By letter dated July 2, 1986, Duke Power responded to the violation which was identified in the subject Enforcement Action.
In this response, Duke committed to conduct a functional review of all motor operated valves and review this with all licensed personnel (by November 1,1986); to develop a Department Dire'ctive to apply to all of Duke Power's Nuclear Stations addressing the operability of a system based upon its subsystems and components (by February 1,1987); and the development of a new Technical Specification interpretation on the determination of operability (by March 1,1987). Due to several factors: the scope of the functional review has increased; the Department Directive, once developed, will require implementing directives, procedures, and training at each station; and the i
new Technical Specification interpretation is dependent on the first two items; additional time is needed to complete these actions. These actions will be completed by June 1, 1987.
