SUBJECT:

DOCKET NOS. 50-259, 50-260, AND 50-296 -

BROMNS FERRY NUCLEAR PLANT RADIOLOGICAL EMERGENCY PLAN REVIEW We have completed our review of. Revision 31 to' the Browns Ferry Nuclear Plant Radiological Emergency Plan.

The review indicated that,-with one exception, the changes contained in this revision are consistent with the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.

The noted exception involved the deletion in Revision 31 of Section 3.1.1.2, previously devoted to a description of the Site Emergency Director's duties and responsibilities.

In a telephonic discussion with Mr. James Kreh of our staff on October 17, 1986, Mr. Wayne Ivey of your staff stated that the cited deletion was the result of clerical oversight, and that the section in question would be reinstated during the next revision cycle.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes which decrease the effectiveness of your emergency plan shall' not be implemented without application to and approval by the Commission.

However, changes may be nade without Commission approval if such changes do not decrease the effectiveness of the plan, and if the plan, as changed, continues to meet the standards of 50.47(b) and the requiremer.ts of Appendix E to 10 CFR Part 50.

If a change is made without approval, you should furnish copies in accordance with

~10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of Section V of Appendix E to 10 CFR Part 50.

Should you have any questions regarding this letter, please contact Mr. Thomas R.

Decker of our staff on 404-331-2559.

Sincerely, Gary G. Zech, Director Division of TVA Projects cc:
