Request for Additional Information Inspection Report 86-18 i
Omaha Public Power District (OPPD) recently received Reference 7 requesting additional information regarding our Reference 6 response to Inspection Report 86-18 (Reference 5). The information requested relates to the generic aspects of corrective action for the deviation identified in the report. The deviction identified in Inspection Report 86-18 involved changes that OPPD made to an SPDS parameter list that had been previously approved by the NRC.
In Reference 1, OPPD stated that we would provide a safety analysis justifying i
the selection of parameters for the SPDS.
It was also stated that changes l
and/or refinements to the list were expected based on the future implementation of plant specific Emergency Operating Procedures (E0Ps).
In Reference 2, OPPD submitted the subject list and safety evaluation as com-mitted to in Reference 1.
At the time of the submittal of Reference 2, the plant specific E0Ps had not yet been finalized.
The parameter list submitted was approved by the NRC in Reference 3.
In Reference 4, OPPD reported to the NRC that changes had been made to the parameter list, as expected, based on the finalizing of plant specific E0Ps.
However, while OPPD did notify the NRC that changes were made, this notifica-tion did not include a description of the specific changes to the parameter list.

Page 2-Appropriate actions to eliminate the causes of the deviation would have in-cluded notifying'the NRC of the specifics of the changes to the parameter list prior to implementing those changes. Therefore, while we recognize that better.
communication in this matter would have been desirable, we do not believe that the deviation represents a generic weakness in OPPD's efforts toward imple-mentation of commitments. However, it ~does point out a potential area for misunderstanding regarding steps to be taken when changes are made in the design or operation of a system.
The complex history of the events involved in this deviation ind' cates that it i
did not result from specific, easily definable programmatic weaknesses. The most appropriate response, therefore, is to increase overall awareness of the need to supply ~ relevant information to the NRC.
In order to accomplish this, a memorandum has been sent to applicable department heads emphasizing the importance of providing to the NRC, any information that impacts on previous correspondence between OPPD and the NRC. The increased awareness resulting from this action is expected to reduce the potential for similar occurrences.
