ENCLOSURE 1 NOTICE OF VIOLATION Westinghouse. Electric' Corporation Docket.No. 70-1151 Westinghouse Fuel Facility License No. SNM-1107 During the Nuclear Regulatory Commission (NRC) inspection conducted on July 28, 1986;- August 11, 1986, a violation of NRC requirements was identified. The violation involved an inadequate procedure for instrument calibration. In-

.accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

License Condition 2.1 of Safeguards Amendment No. SG-2 to Special Nuclear Materials License No. SNM-1107 requires the. licensee to follow Chapters 1.0 ,

through 8.0 of the current Fundamental Nuclear Material Control (FNMC) Plan.

Section 4.1.2 of_ the _ FNMC Plan states that the measurement and control of measurements of nuclear: material are detailed in written procedures _ which include calibrating chemical analysis equipment.

Section 3.4, A-7 of the FNMC Plan defines the radiometric analysis method as the measurement system for gaseous effluents- to be . released to the environment.

10 CFR _70.57(a)(8) defines calibration to mean the process of determining the numerical relationship between the observed' output of a measurement system and the value, based upon reference standards, of the characteristics being measured.

Contrary to the above, the licensee's Procedure No.. HP-01-025, Revision 0, "Tennelec LB 5100 Calibration Procedure," for the radiometric method was

inadequate in that it did not contain provisions. for determining counter -

efficiency.

This is a Severity Level V violation (Supplement III).

. Pursuant to .the provisions of 10 CFR 2.201, Westinghouse is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including: (1) admission or denial of the violation, (2)~ the reason for the violation if admitted, (3) the 8611040151 861023 PDR ADOCK 07001151 C PDR

Where good cause is shown, consideration will be given to extending the response time.
