RESPONSE TO IEB 86-03, POTENTIAL FAILURE OF MULTIPLE ECCS PUMPS DUE TO SINGLE FAILURE OF AIR-OPERATED VALVE IN MINIMUM FLOW RECIRCULATION LINE Nuclear Regulatory Commission letter dated October 8, 1986, transmitted.IEB 86-03 which requires Consumers Power Company to:

1) promptly determine whether or not Big Rock Point has the described ECCS pump single failure i

vulnerability; 2) promptly instruct all operating shifts of the problem and measures to recognize and mitigate the problem and to promptly develop and implement corrective actions which bring Big Rock Point into compliance with GDC35 if the problem exists; 3) within 30 days of receipt of the bulletin, provide a written report'to the NRC which identifies whether or not the problem exists, and if the problem exists (or existed), include justification for continued operation and identify actions that have been or'are being implemented to ensure safe plant operations; and 4) if the problem exists (or existed), provide a written report within 90 days of receipt of the bulletin informing the NRC of the schedule for long-term resolution of problems-identi-fled as a result of the bulletin. Consumers Power Company's response is provided herein.

This bulletin describes single failures of minimum flow recirculation lines' containing air-operated isolation valves which could result in common-cause.

failure of all ECCS pumps in a system. Review of this bulletin against Big Rock Point design concludes that the described concerns-are.not applicable.

Big Rock Point design does not utilize minimum. flow recirculation on any ECCS' pumps. This was also the case in our review of two earlier NRC documents (IE Bulletin 86-01 and IE Information Notice 85-94) which address similar con-~

l cerns. No further actions are planned in response to this bulletin.
