ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Docket Nos. 50-325 and 50-324 Bredswick Steam Electric Plant License Nos. DPR-71 and DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on September 22-25, 1986, a violation of NRC requirements was identified. The violation involved a failure to provide adequate first aid training to those emergency response personnel designated to provide this service. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1986), the violation is listed below:

10 CFR 50.54(q) requires that nuclear power reactor licensees follow and maintain in effect emergency plans which meet the requirements of 10 CFR 50, Appendix E and the Planning Standards of 10 CFR 50.47(b).

10 CFR 50.47(b)(15) requires that radiological emergency response training be provided to those who may be called upon to assist in an emergency.

10 CFR 50, Appendix E, Section IV.F requires that specialized initial and periodic retraining be provided for nine categories of emergency response personnel, including first aid responders.

Section 6.8.1 of the Technical Specifications requires that written procedures be established, to implement the Emergency Plan.

Contrary to the above, most Radiological Emergency Team members, designated in Section 3.2.5 of the Emergency Plan as those personnel to provide .

emergency first aid, have not received training in this area of responsi-bility. A majority of these individuals were identified who had received neither multi-media first aid nor CPR training. In addition, there are no procedural means in place to ensure that such training will be provided and that these personnel will have the capability to perform their assigned function.

This is a Severity Level V violation (Supplement VIII).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results 8611030319 861028 PDR ADOCK 05000324 G PDR

(4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
