REQUEST FOR ADDITIONAL INFORMATION REGARDING PUMP AND VALVE INSERVICE TESTING PROGRAM (TAC 49589)

Re: Big Rock Point Plant By submittal dated January 21, 1983, Consumers Power Company (CPC) provided the NRC with Inservice Testing (IST) Program, Revision 9 for the Big Rock Point Plant (BRPP). This submittal was provided to verify compliance of proposed tests of pumps and valves with the requirements of the ASME Boiler and Pressure Vessel Code (the Code),Section XI,1977 through sumer 1978 addenda. Subse-quent to a preliminary review of the IST program, those items which were found to be not in compliance were discussed with CPC on May 16, 1984 CPC responded with an additional submittal dated October 4, 1984 CPC has requested relief from the Code testing requirements for specific pumps and valves.

EG&G Idaho, Inc., under contract to NRC, has provided a Technical Evaluation Report (TER) for the BRPP IST program, EGG-EA-5099, Revision 1, dated October 1985. The NRC has reviewed this TER and has found that CPC's requests for relief from specific requirements of the Code have been individually evaluated, as appropriate, to determine whether the relief requested constitutes significant risk implications and whether the tests, as required, are indeed impractical. The TER is attached as Enclosure 1.

Since EG&G Idaho, Inc., has completed its evaluation in cooperation with NRC staff, approximately three and one-half years have past. As reported in BRPP Annual Facility Change Reports and as noted by the BRPP NRC staff Project Manager, changes in the design of the BRPP have occurred which are sufficient to warrant re-review of the BRPP IST program in preparation of the issuance of an NRC staff Safety Evaluation.

During a telephone conference with representatives of CPC on September 3,1986, (see Enclosure 2 for participants), NRC staff requested that CPC reconsider certain relief requests made in the submittals referenced above and provide, in writing, any additional information CPC deems necessary to resolve the BRPP IST program inconsistencies and omissions discussed during the telephone conference. A summary of the significant BRPP IST program anomalies discussed are noted in Appendix D of the attached TER. NRC staff also requested CPC add to the response any other concerns regarding the BRPP IST program not previously addressed.

Because a significant portion of the second ten year IST period has elapsed, NRC staff will consider CPC written comments regarding the current BRPP IST program and the anomalies previously identified in preparation of the final NRC staff Safety Evaluation.

Please provide your response to this request within 60 days from the date of receipt of this letter.
