NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-304 As a result of the inspection conducted on March 13 though April 16, 1987, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

Technical Specification 6.2.1.A requires that written procedures be implemented covering operation of systems and components involving nuclear safety of the facility. S01-10, Auxiliary Feedwater, steps 4.3.1 through 4.3.3 as referenced in S01-36, Steam Generator Blowdown, requires that the start switches for the motor-driven auxiliary feedwater (AFW) pumps and for the steam inlet valve for the turbine driven AFW pump be placed in the pull-to-lock position prior to draining steam generators.

Contrary to the above, written procedures covering operation of systems and components involving nuclear safety of the facility were not implemented in that prior to draining Unit : steam ger.erators, on April 3, 1987, the start switches for the Unit 2 motor driven AFW pumps (2B and 2C) and for the steam inlet valve for the turbine driven AFW pump (2A) were not in the pull-to-lock position, causing an automatic start of the 28 and 2C AFW pumps when the D steam generator reached 10% narrow range level.

This is . Severity Level IV violation (Supplement 1)(304/87007-01).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and tile results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
