EMERGENCY RESPONSE CAPABILITY - CONFORMANCE TO REGULATORY GUIDE 1.97, REVISION 2 Re:

Cooper Nuclear Station The staff has completed its review of your response to Generic Letter 82-33 regarding post accident monitoring instrumentation. The staff has concluded that the exceptions to Regulatory Guide 1.97, Revision 2 that you have identified are acceptable with the exception of neutron flux monitoring.

Your neutron flux monitoring exception is acceptable on an interim basis only and you are committed to install Category 1 instrumentation when it becomes available. The exceptions to Regulatory Guide 1.97, Revision 2 that your report describes regarding post accident sampling are not considered to be within the scope of this review as they were the subject of a separate review.

Our Safety Evaluation is enclosed. The Evaluation is based on EG&E Idaho, Inc. Technical Evaluation Report (TER EGG-EA-6789) dated January 1986 which is attached to the Safety Evaluation.

This action closes out Multi-Plant Action Item Number A-17.
