Gentlemen:

This refers to the inspection conducted by Messrs. J. B. Baird and N. M. Terc of

this office during the period June 2-5, 1987, of activities authorized by NRC

Construction Permits CPPR-128 and CPPR-129 for the South Texas Project, and to

the discussion of our findings with Mr. R. A. Frazar and other members of your

staff at the conclusion of the inspection.

Areas examined during the inspection included review of corrective actions for

deficiencies identified during the NRC emergency preparedness implementation

appraisal. .Within these areas, the inspection consisted of selective examination

of procedures and representative records, interviews with personnel, and

observations by the NRC inspectors.

The inspection findings are documented in

the enclosed inspection' report.

Within the scope of the inspection, no violations or deviations were identified.

The status of actions you have taken with regard to deficiencies previously

identified during the emergency preparedness implementation appraisal is

identified in paragraph 2 of the enclosed report.
