FORT CALHOUN STATION, UNIT N0.1, AMENDMENT N0.109T0 FACILITY OPERATING LICENSE NO. DPR-40 (TAC NOS. 64434 AND 64486)

The Commission has issued the enclosed Amendment No.109 to Facility Operating License No. DPR-40 for the Fort Calhoun Station Unit No. 1. This amendment consistsofchangestotheTechnicalSpecificatIonsinresponsetoyour application dated January 22, 1987, as supplemented February 13 and 24, 1987.

The amendment modifies the Technical Specifications to reflect changes which are necessary to support Cycle 11 operation.

As discussed in Enclosure 2, there is one open issue as a result of our review of your application. Your February 24, 1987 letter indicated that it is anticipated that an end-of-cycle peak assembly burnu) of 44,500 MWD /MTU will be achieved for Batch K fuel; however, the extended aurnup analysis allows a peak assembly burnup of only 43,000 MWD /MTU. Your letter committed to submit a revised mechanical design report to the NRC for review and approval for Batches K and L fuel to envelop the future batch burnups arior to exceeding the mechanical design criteria. This re3 ort should be su)mitted to the NRC at least 180 days prior to reaching 43,000 ND/MTV in any assembly. This schedule has been discussed with and agreed to by your staff. Exceeding 43,000 MWD /MTU without properly revising the mechanical design report would result in non-conformance with the requirements of Commission regulations.

A copy of the Safety Evaluation is also enclosed. The notice of issuance will be included in the Commission's next regular bi-weekly Federal Register notice.
