NRC staff has received your response to Generic Letter (GL) 86-02 dated October 13, 1986. Although a response to GL 86-02 was not required, the Big Rock Point Plant Project Manager requested a response from Consumers Power Company (CPC) due to the unique design of the Big Ro,ck Point Plant.
The reanalysis of the thermal hydraulic stability margin for the Big Rock Point Plant is understood by NRC staff to be well within the margin specified in GL 86-02 (i.e., a decay ratio of less than or equal to 0.75). The least stable condition for the Big Rock Point Plant is calculated at 0.46.
NRC staff finds this value to be within the margin specified in GL 86-02 and is therefore acceptable.
