This refers to the special safety inspection conducted by Messrs. A. Krasopoulos
and S. Pullani of this office on April 9,1987 at the Philadelphia Electric
Company Headquarters of activities authorized by NRC License Nos. OPR-45 and-
OPR-56 and to the discussions of our findings held by Mr. A. Krasopoulos with
Mr. W. Boyer of your staff at the conclusion of-the inspection. -The inspection
was conducted to review, and determine the status of, numerous examples of a
violation of fire protection _ requirements (10 CFR 50, Appendix R)' identified by
your staff during a confirmatory review of the Fire Protection Program. This
review was committed to in _ Confirmatory Action Letter 86-07 dated April 11,
-1986 following a previous NRC inspection of the fire protection program .
(Reference:
Inspection Nos. 50-277/86-08; 50-278/86-08).
The examples identified
by your. staff were described in your letters' dated May 22, 1986, September 17, 1986
and October 31, 1986.
During the inspection, the inspector evaluated the circumstances associated
with five of the examples.
Based on this review, the NRC has determined that
you do not currently satisfy all of the applicable requirements of'10 CFR 50
i
Appendix R.
We are considering the violation for appropriate enforcement
action and will schedule an enforcement conference with you to discuss the
examples of the violation, their causes and your corrective actions.
