McGUIRE NUCLEAR STATION RESPONSE TO VIOLATION 50-369/87-10-01 and 50-370/87-10-01 Violation-lb CFR 50.54(q) requires that a licensee follow and maintain in effect emergency plans.which meet the requirements of Appendix E of 10 CFR Part 50 and the planning standards of 10 CFR 50.47(b).

Section 0 of the McGuire Emergency' Plan states that annual retraining will be required for'all primaries and alternates assigned to the Technical Support Center and Operations Support Center. This annual retraining provides guidance to members of the McGuire Nuclear Station for their role in the overall crisis management philosophy in coping with plant emergencies.

s Contrary to. the. above, on March 25, 1987, the NRC inspector reviewed selected emergency response personnel training records and determined that three

' individuals assigned to the Technical Support Center had not received the annual: retraining for emergency response personnel.

This is a Severity Level IV violation (Supplement VIII).

During the period of time.in which the Annual Emergency Response Training.

was conducted, the three Performance technicians in question were heavily involved with a unit refueling outage. Because of the work schedule and this outage, these three individuals failed to attend the Annual

Corrective steps which have been taken and the results achieved:

On - April 2,1987, all Performance technicians were given annual training in the emergency response organization, including the three technicians identified as failing to receive the training in the subject violation.

Corrective steps planned to avoid further violations:

Annual Emergency Response Training will be maintained on a computer program. Personnel attending the training will be required to sign an attendance form.

This form will be compared to the personnel designated in the emergency response organization.

The date when full compliance will be achieved:

April 2, 1987 when the three Performance technicians received this Annual Emergency Response Training.
