NRC INSPECTION REPORT NOS. 50-327/87-33 AND 50-328/87-33

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

W. J. Ross on May 18-20, 1987. The inspection included a review of activities

authorized for your Sequoyah facility associated with primary and secondary

plant chemistry and layup. At the conclusion of the inspection, the findings

were discussed with those members of your staff identified in the enclosed

inspection report.

During this inspection we noted that long term layup had not been considered

for either unit due to uncertainties in the startup schedule. Additionally,

the effectiveness of short term layup of the steam and power conversion systetn

(the secondary water system) had been adversely impacted by continuous main-

tenance activities.

These matters are of concern since both units have been

shutdown for an additional fifteen month period since our last inspection in

this area. We believe that you should reassess the condition of all carbon

steel components during cleanup activities associated with startup. Within 30

days of receipt of this letter, you are requested to provide a summary of

actions to be taken to assess the condition of the steam and power conversion

systems for each unit.

It is our understanding that you intend to implement

dry layup of Unit 1 to minimize fu ther exposure to potentially degrading

environments.

Areas examined during tbc itspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
