DUKE POWER COMPANY RESPONSE TO VIOLATION 50-413/87-03-01, 50-414/87-03-01 Technical Specification 6.8.1.d requires that written procedures shall be established, implemented and maintained covering emergency plan implementation.
Contrary to the above, as evidenced by review of controlled copies of Emergency Plan Implementing Procedures (EPIPs), the licensee failed to maintain and update controlled EPIPs assigned to principals of the Site Emergency Response Organization, by neglecting to distribute and include Change 0 of Response Procedure RP/0/B/5000/14, " Followup Notifications from TSC", within such procedures.
RESPONSE
(1) Admission or Denial of Violation Duke Power Company admits the violation.
(2) Reasons for Violation if Admitted Personnel error was the cause for this violation.
The procedure was not properly distributed.
(3) Corrective Actions Taken and Results Achieved A backup method has been implemented for the distribution of these procedures.
A different person now assures these procedures are distributed. Also, an independent person acts as a backup.
(4) Corrective Actions to be Taken to Avoid Further Violations Actions taken in Section 3 above should ensure avoidance of future violations.
(5) Date of Full Compliance Duke Power Company is now in full Compliance.
