APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Commission (the
" Commission"),
Duquesne Light Company Regulatory
("DLC"),
holder of Operating License No. DPR-66, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended to revise the Control Room Emergency Habitability System The changes are proposed to account for the increased requirements.
capacity of the system due to the planned removal of the wall between the Unit 1 and Unit 2 control rooms.
The proposed amendment reflects the increased capacity of the Control Room Emergency Bottled Air System and the Control Room Emergency Ventilation Pressurization and updates the operability and surveillance requirements for
- System, systems accordingly.
In addition, the amendment would lower thesemaximum control room air temperature requirements for consistency the with Unit 2
Technical Specifications and removes the Unit 2 control room area fire detection instrumentation from the Unit 1 Technical Specifications.
The proposed technical specification change is set forth in Attachment A to this Application.
A No Significant Hazard Evaluation is set forth in Attachment B.
Based on the guidance provided by the Commission, the proposed changes have been determined to involve no significant hazards in accordance with 10 CFR 50.92.
WHEREFORE, Applicant respectfully requests that Appendix A to Operating License No.
DPR-66 be amended in the form attached hereto as Attachment A.
