Proposed Technical Specification-Control Room Emerggpcv Filtration System 3/4.7.2.

Pursuant to 10CFR50.90, Detroit Edison Company hereby proposes to amend Operating License UPF-43 for the Fermi 2 plant by incorporating the enclosed change into the Plant Technical Specification 3/4 7.2, titled, " Control Room Emergency Filtration System". The Fermi 2 Control Center Heating, Ventilation and Air Conditioning System (CCHVAC) is an Engineered Safety Feature which ic designed to maintain operator habitability requirements during normal operating and post accident conditions.

The proposed technical specification change will i eliminate the actuation signal from the Radwaste and Turbine building radiation monitors that are neither

( nececcary nor desirable in demonstrating functional l performance of the CCUVAC.

Detroit Edicon has evaluated the proposed technical specification againct the criteria of 10CFR50.59 and 10CFR50.92 and determined that no unrevieued safety

, quection nor significant hazards considerations is j involved.

! The Fermi 2 Cnsite Review Organization hac approved and the Muclear Safety Review Group has reviewed thic proposed technical specification and concurred with the enclosed determinationc.

Pursuant to 10CFR170.12 (c) , enclosed with this amendment requect is a fee of one hundred fifty dollarc ($150.00) .
