Dear Dave,

l did not get a chance during the Decay Heat Removal Subcommittee meeting last week (Sept. 9) to express one additional comment regarding the general subject of auxillary feedwater systems, so I will take the opportunity to deliniate it in this letter. My concern relates to the plethora of NRC programs which seem to have AFS as their focus, but which do not seem coordinated, consistent, or to utilize a framework which assures an optimum identification and resolution of AFS problems with respect to safety. These programs include.

I Generic Issue 124-Auxiliary Feedwater Rellability.

These activities examine only B&W reactors with principal focus on AFS. (I note that 3 of the seven l

it seems to me that there are considerable resources being Wasted in pursuing all of these programs, and it is possible that AFS modifications may be mandated which are detrimental to safety because the various programs are not coordinated, and many of them do not seem to address the issue from a broad enough perspective.
