SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATING TO THE INTERIM ACCEPTANCE OF THE PROCESS CONTROL PROGRAM UPDATED THROUGH JULY 18, 1985 COMMONWEALTH EDISON LA SALLE COUNTY STATION DOCKET NOS. 50-373 & 50-374
1.0 INTRODUCTION
On April 17, 1982 and December 16, 1983, the staff issued Facility Operating License Nos. NPF-11 and NPF-18 for the la Salle County Station Unit Nos. I and 2 (La Salle). The licenses included the Radiological Effluent Technical Specifications (RETS) in the la Salle Technical Specifications (TS). Section 6.7 of the TS referenced 6 Process Control Program (PCP) and prescribed the methods for its change.
The docketed submittal by Commonwealth Edison (licensee) on March 8,1982, of a PCP, Revision 1, dated March 4, 1982, received NRC approval by letter dated April 1,1982, from R. Tedesco to the licensee.
2.0 EVALUATION Since 1982, a number of changes have been made in the la Salle PCP and reported to NRC in PCP revisions in accordance with LaSalle TS 6.7.2.
The most recent revision, updated through July 18, 1985, was reviewed by the staff. This revision consists of the licensee-approved PCP dated December 29, 1983, and submitted on July 25, 1984, with Part 1 of the la Salle County Station Annual Operating Report for 1984 Also included are modifications provided by memoranda and attachments submitted February 11, 1985, and August 14, 1985, as part of similar Annual Operating Reports.
Clarification of the extent of these modifications was obtained by dis-cussions with the licensee.
The staff concludes that the la Salle PCP, updated through July 18, 1985, contains commitments generally consistent with current NRC criteria and, therefore, is acceptable on an interim basis for use with La Salle TS 3.11.3 and TS 6.7.
The extensive copyrighted sections describing NUS pro-grams and procedures submitted with the February 11, 1985 report should be deleted from the la Salle PCP because NUS is no longer a contractor for this work. We also suggest that the licensee submit the next revision to the PCP in its entirety, along with a new Revision number. Furthermore, since the acceptability of this revised PCP is based on currently available guidelines, a future revision should address full compliance with 10 CFR 61 when revised guidance becomes available from NRC.

3.0 CONCLUSION
S The la Salle PCP, updated through July 18, 1985, is an acceptable reference on an interim basis for use with La Salle TS 3.11.3 and TS 6.7.
