Baker, met with you to discuss several organizational changes concerning our corporate office and plants Hatch and Vogtle.

The specific changes have also been discussed with members of NRC-NRR.

Subsequently, on October 7,

1986, Senior Vice President Nuclear Operations, Mr.

J.

P.

O'Reilly, and Vice President Plant Hatch, Mr.

J.

T.

Beckham, met with you to further elaborate on additional plant organizational changes..

These changes reflect GPC's ongoing efforts to strengthen the operational safety and effectiveness of these plants. The following is a summary of the changes:

o GPC power plant activities will be under the direction of a Senior Executive Vice President.

The Senior Executive Vice President, Mr.

Baker, reports directly to the President of Georgia Power Company.

This position oversees all activities related to pow"r supply, thus ~ assuring that commonality exists in the safe an6 efficient production of power.

The Senior Vice Presidents over plants Hatch and Vogtle, as well as the General Manager Quality Assurance, report directly to Mr. Baker.

This position is similar'in function and structure to the previous position titled, Executive Vice President Power-SN ply, formerly held by Mr. R. J. Kelly (now retired).

o

'A heightened level of executive oversight la now provided'at the two nuclear plant locations by the presence of experienced, onsite operations executives.

The new position of Vice President Plant Hatch will be filled by Mr.

Mr.

G.

Bockhold will continue as General Manager Vogtle Project j

Operations.

Nuclear Regulatory Commission Office of Inspection and Enforcement Region II - Suite 2900 October 13, 1986 Page Two The management of site organizations will be restructured slightly, so that the Plant Managers, the new positions of Plant Support Managers, the Nuclear' Safety and Compliance ' Managers and the Plant Training and Emergency Preparedness Managers will report directly to these onsite executives.

These changes are designed to accomplish the following objectives:

.The Plant Managers' functional responsibilities will be to the redefined to focus on those activities strictly related day-to-day operation of the plant (Operations, Maintenance, Health Physics and Chemistry), while support type functions (Engineering,

Planning, Security, etc.)

. ime the responsibility of the Plant Support Manager.

o The Safety and Compliance, and Training and Emergency Preparedness functions have been elevated in the structural organization (reporting to the onsite executive) to reflect the added emphasis on the importance of these functions.

Other changes are contemplated and, as is our practice, significant changes will be brought to your attention.

Necessary changes to plant Technical Specifications and Final Safety Analysis Reports will be forthcoming.
