Modification of Confirmatory Action Letter Dated September 24, 1986 Pursuant to your conversation with J. Allan of this office on October 11, 1986, this letter further modifies the provisions of my September 24, 1986 and October 7, 1986 letters.
As specified in your letter dated October 11, 1986, the loss of offsite power test conducted on that date met acceptance criteria, and observed deficiencies involved no Bailey logic modules. Accordingly you are authorized to start up the reactor in order to conduct the tests delineated in your letter.
