I NOTICE OF VIOLATION i

Georgia Power Company Docket No. 50-424 Vogtle Electric Generating Plant License No. NPF-68 EA 87-66 I

During the Nuclear Regulatory Commission (NRC) inspections conducted on March 10 through April 17, 1987 and April 28 through May 1,1987, violations of NRC requirements were identified.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C, the violations are listed below:

Inspection Report 50-424/87-27 A.

Technical Specification 6.7.la requires that written procedures be imple-mented covering activities delineated in Appendix A of Regulatory Guide (RG) 1.33, Revision 2, February 1978.

Operations Procedure No. 13610-1, Auxiliary Feedwater System Operating Procedure, requires that during the securing of the turbine driven auxiliary feedwater pump that it be aligned for standby readiness if in Modes 1, 2, or 3.

i Contrary to the above, an NRC walkdown of the Main Control Board conducted on April 2,1987, identified that the turbine driven auxiliary feedwater (TDAFW) pump was not in standby readiness since the pump speed controller (PDIC-5180A) was in the manual position in lieu of the required auto position.

The unit was in Mode 1.

This is a Severity Level IV violation (Supplement I).

Inspection Report 50-424/87-30 B.

Technical Specification 6.7.la. requires that written procedures be established, implemented and maintained covering activities delineated in Appendix A of Regulatory Guide (RG) 1.33, Revision 2, February 1978.

Operations Procedure No. 00308-C " Independent Verification Policy," ing Rev. 1 establishes policy and provides methods for independently verify alignment or status of safety-reactor systems or components.

Contrary to the above, Operations Procedure No. 00308-C, " Independent Verification Policy," was not implemented in that on April 26, 1987, during a test of the Boron Recovery System, the Chemical Volume Control System (CVCS) letdown mixed Bed Demineralizer Resin Recirculation Valve No.1-1208-U4-348 was found in the locked open position in lieu of the required locked closed position.

This is a Severity Level IV violation (Supplement I).

Notice of Violation 2

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including for each violation:

(1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps.which will be taken to avoid further violations and (5) the date when full compliance will be achieved.
