Dear Mr. Keppler:

On January 28, 1986, representatives of Commonwealth Edison Company met with you and members of your staff to discuss the SALP 6 Board Report transmitted by reference (a).

Commonwealth Edison appreciated the opportunity to discuss the report with you. We acknowledge your conclusions in reference (a) that our

" conduct of nuclear activities at the Byron Station reflects an adequate sensitivity to nuclear safety and has shown substantial improvement in regulatory performance." Additionally, we appreciate your comment during the public meeting held January 28, 1987 that Byron Station's performance was the most improved of any plant in Region III during 1986. We have developed and implemented programs to improve Station performance and believe the strong operating performance in 1986 highly reflects these initiatives. We are especially pleased with the Board's recognition of the emergency preparedness and outage functional areas and will continue to strive for excellence in these areas. Overall, we believe this report is a good assessment of our performance.

We have reviewed the SALP 6 Board Report in detail and identified certain areas where we felt it appropriate that clarifying comments be entered on the record. These comments are included in the enclosure.

Reference is made to inspection report no. 50-454/85048 in the second paragraph. We believe the concern was more appropriately addressed in inspection report no. 50-454/86002 as item 86002-004.

Section IV J. Licensing Activities In the last paragraph, the report states, "that there were 3 immediate notifications of inoperability of the process computer, with subsequent loss of emergency assessment, over a four day period with no followup report on causes or measures taken to correct deficencies."

Byron Station personnel have researched the areas of concern with NRC, Bethesda and have concluded that all actions taken were correct. With regard to the inoperability of the process computer and subsequent loss of emergency assessment, Byron notifications were consistent with all requirements.

Section IV K. Training and Oualifications Effectiveness As a result of concerns identified in the report regarding procedural adherence and teaching philosophies at the Production Training Center, a meeting was held with NRC to discuss these issues. We stated and believe there was general concurrence that there was inadequate communication with the Commonwealth Edison personnel to understand and implement corrective action for these issues in a timely manner and to the satisfaction of the NRC inspector. Currently, actions have been initiated to provide for resolution.
