Gentlemen:
Normally, a Systematic Assessment of Licensee Performance (SALP) period starts
at the end of the previous SALP period. However, various activities and events
that occurred at Fenni 2 following completion of the SALP 6 assessment resulted
in an extended outage, numerous equipment and operational problems, a number
=
of NRC - licensee management meetings, and the development of an extensive
corrective action program by the licensee. The NRC has determined that
providing you with a normal assessment of your performance during the first
nine months subsequent to the end of the SALP 6 reporting period would not be
very meaningful because of the lack of operating perfomance. Therefore, for
the SALP 7 period, which we have defined as the period from July 1, 1985,
through March 31, 1986, we have written a report describing major activities
during the period so that an ongoing SALP record exists, but have not assigned
any evaluation ratings for the period.
The attached report has been prepared to document significant activities,
events, and inspections that were associated with the Fenni 2 facility from
July 1, 1985, through March 31, 1986. This is not an assessment of your
performance during that period, but rather a description of activities and
a record of enforcement and other SALP related information.
The Fermi 2 SALP 8 assessment period is April 1, 1986, through March 31,
1987. Our report addressing your performance during that period will be
provided to you within 90 days.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
attachments will be placed in the NRC's Public Document Room,
