This letter refers to the special safeguards inspection conducted by Messrs.

I

G. Smith and H. Eichenholz of this office on February 18 - May 22, 1987, of

activities authorized by NRC License No. DPR-3 and to the discussions of our

findings held by Messrs. Smith and Eichenholz with you and members of your

staff.at the conclusion of the inspection.

This letter also refers to the

telephone discu'ssion between yourself and Mr. T. Elsasser on June 12, 1987.

.The purpose of this inspection was to review implementation of compensatory

i

measures for degraded security systems, control of access to vital areas, and

reporting of security events to the NRC.

The inspection consisted of a review

of. records, interviews with personnel, and observation by the inspectors. Our

findings are described in the Region I Inspection Report which is enclosed with

this letter.

That inspectior, report identifies four apparent violations of NRC

_ requirements:

f ailure to implement compensatory measures for a degraded

security system in a timely manner; failure to obtain approval for and escort a

' visitor entering a vital area; failure to rep' ort a major loss of physical

security ef fectiveness as required by 10, CFR 73.71. and, failure to search a

i

vital area after an unauthorized entry.

We are concerned about these apparent violations because they indicate a

i

serious degradation in the implementation of your NRC-approved security plan.

As discussed during the telephone conversation between yourself and Mr.

!

Elsasser on June 12, 1987, the apparent violations will be discussed at an

Enforcement Conference at our office in King of Prussia, pennsylvania at 9:00

a.m. on June 23, 1987. We understand that you will attend this meeting with

members of your staf f.

You should be prepared to discuss the causal factors

i

which led to the apparent violations, as well as the corrective measures you

i

have taken or plan to take to prevent recurrence.

Our decision concerning the

I

appropriate enforcement actions pertaining to these matters will be communicated

i

to you b;; separate correspondence following this conference.
