McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Proposed Technical Specification Changes Reload Fuel Enrichment Upgrade
Dear Mr. Denton:
Attached are proposed license amendments (pursuant to 10CFR50.90) to facility operating licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed amendments seek to allow use of higher enrichment (up to 4.0 w/o U-235) fuel for future core reloads on both units. contains the proposed Technical Specification changes, and Attachment 2 discusses the Justification and Safety Analysis to support the proposed changes.
Included in Attachment 2 is A) New Fuel Vault Criticality Analysis Summary.
Pursuant to 10CFR50.91, Attachment 3 provides an analysis performed in accordance with the standards contained in 10CFR5G.92 which concludes that the proposed amendments do not involve a significant hazards consideration, and Duke is forwarding a copy of this amendment request application and no significant hazards consideration analysis to the North Carolina Department of Human Resources. The proposed amendments have been reviewed and have been determined to have no adverse safety or environmental impact.
Pursuant to 10CFR170.3(y), 170.12(c), and 170.21, Duke Power proposes that this application contains license amendments for McGuire Units 1 and 2 subject to fees based on the full cost of the review (to be calculated using the applicable professional staff rates shown in 10CFR170.20) and must be accompanied by an application fee of $150.00, with the NRC to bill Duke Power at six-month intervals for all accumulated costs for the application or when review is completed, whichever is earlier. Accordingly, please find enclosed a check in the amount of
$150.00.

Harold R. Denton October 13, 1986 Page 2 It is requested that the proposed amendments receive timely review and approval in view of currently planned reload designs / schedules.
This technical specification change is desired for the receipt of McGuire Unit 1 Batch 7 fuel (for the McGuire 1/ Cycle 5 reload) which will have assemblies enriched to greater than the current limits. The Batch 7 assemblies should start arriving on April 1,1987.
Fu ture Unit 2 reloads are also anticipated to use fuel enriched to greater than the current limits (although this will not be the case for Unit 2/ Cycle 4).
The McGuire FSAR will be appropriately revised to reflect this enrichment upgrade in the applicable annual FSAR update following approval. Should there be any questions in this matter or if additional information is required, please advise.
