Dear Sir:

New Hampshire Yankee is currently conducting a replacement operator license training program for Seabrook Station..This program is scheduled such that candidates take the NRC license exams for R0s and SR0s during August of 1987. The program was originally developed as a hot license program. The decision to conduct a hot license program was based on the anticipated fuel load and associated power escalation schedule at the time the program began.

It now appears that by the time the program is completed, the Station will have loaded fuel and have completed five percent testing. However, power escalation may be delayed due to concerns associated with off-site emergency planning activities.

If New Hampshire Yankee is not granted a full-power license before the progran is completed, then license candidates can not complete the hot license eligibility criteria specified in NUREG 1021.

To resolve this situation, New Hampshire Yankee proposes to conduct a modified version of our approved Initial Cold License Training Program described in Section 13.2 of the FSAR. The modified program would meet all of the requirements of the Initial Cold License Training Program, including research reactor training and observation training. The modified program would exceed the requirements of the Initial Cold License Training Program by requiring each license candidate to participate in seven weeks of on-shift training in Seabrook Station's control room.

If Seabrook Station were to obtain a 5 percent power license before the completion of the program, every ef fort would be made to have each if cense candidate perform reactivity manipulations during the seven weeks of on-shift participation.

Mr. Vincent S. Noonan Page 2 The enclosure to this letter shows a comparison of the' Initial Cold License Training Program and the modified program. Besides the addition of seven weeks of on-shif t participation in the modified program, the comparison shows that some detailed systems training has been redistributed to the simulator course, and a week of training in supervisory skills has been added. The overall program has been extended by seven weeks, and the content has been expanded and improved.

To minimize impact on New Hampshire Yankee's resources and on the license candidates, we would appreciate your approval of the modified program by December 1, 1986. Specific questions concerning this proposal should be directed to Mr. Peter M. Richardson at (603) 474-9521, extension 2605.
