SUBJECT:
ANNONYMOUS ALLEGATIONS REGARDING CONTROLLED SUBSTANCE ACTIVITY AT THE SAN ONOFRE NUCLEAR GENERATING STATION (SONGS)
On the afternoon of August 20,
- 1984, during a
telephone conversation between Al Chaffee and Tony D'Angelo of the Resident Inspectors Office at SONGS and the undersigned, DiAngelo stated substantially the following:
D'Angelo had just received a telephone call from an individual (male) who refused to provide any personal identifying data.
The annonymous caller stated substantially the following:

who took no action.
Because of this reporting,

w One of the real " bad guys" in the drug,ust,by employees at SONGS was a man named allegedly knew to have falsified time sheets at the site and often appeared "high" on some stimulant on the job.
The alleger stated he knew one method by which narcotics and controlled substances were brought onto the site.
Radiological Waote flasks were used to move materials in and out of SONGS.
They would go out sealed, supposedly with a " rad waste" sample in them and then be refilled outside the site with controlled substances or liquor.
One specific liquor mentioned was
" Bailey's Irish Cream."
The flasks would then be brough back on s
site and never opened or cheokod by security because of the rad-waste labdis and seals.
These were used by S.W.
Nuclear, an HP contractor at the site.
The alleger was aware several dealers in con.ttplied substances were on site. _He named pne, ~ coordinator at SONGS.
