Gentlemen:

This refers to the inspection conducted by Mr. R. G. Taylor, other members of

the NRC staff, and NRC consultants during the period November 17, 1986, through

January 30, 1987, of activities authorized by NRC Construction Permits CPPR-128

,

and CPPR-129 for the South Texas Project, Units 1 and 2, and to the discussion

of our findings with Mr. S. M. Head and other members of your staff during the

course of the inspection.

Areas examined during the inspection included licensee actions on previous

inspections findings, review of licensee actions in regard to IE Bulletins and

l

Circulars, followup on licensee reported significant construction deficiencies,

l

inspection of electrical components, and followup on allegations. Within these

areas, the inspection consisted of selective examination of procedures and

l

representative records, interviews with personnel, and observations by the NRC

'

inspectors and NRC consultants.

The inspection findings are documented in the

enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

As noted above, we have examined actions you have taken with regard to

previously identified inspection findings. The status of these items is

identified in paragraph 2 of the enclosed report.
