Inspection No.- 50-423/86-27
On August 18 - 22, 1986, an announced special safety inspection was conducted
by a team led by Ms. Marie Miller of our office at the Millstone Nuclear Power
Station, Unit 3, for the purpose of reviewing the licensee's implementation of
certain specifications of 'NUREG-0737, Clarification of TMI Action Plan Require-
ments, relative to post-accident sampling and monitoring. Our findings were
discussed with Mr. W. Romberg and others of your staff at the conclusion of the
inspection on August 22, 1986.

The areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examination of procedures and representative
<
records, interviews with personnel and observations by the-inspector.
Within the scope of this inspection, no violations or deviations were noted.
However, certain activities require improvement to be acceptable relative to
NUREG-0737. You are requested to review the three items identified in the
attached report and respond within 30 days of the date of this letter on
actions planned or taken in regard to these items .
No reply to this letter is required. Your cooperation with us in this matter
is appreciated.
