- This refers. to the inspection conducted by J. J. Petrosino of this office on
-March 16-20, 1987 of your facility at San Diego - California'and to the discussions i of our findings with Mr. M.- L. Jones and members of:your staff at the conclusion of the inspection.
The purpose of this inspection was to conduct an audit of Sorrento Electronics (SE) quality assurance program implementation and to review its potentially reportable 10 CFR Part 21 evaluation of an engineered safety features actuation 1 system (ESFAS) electrical connector deviation that was discovered on April'29, 1986 at the Palo Verde nuclear. generating station. Areas. examined during the
..- ' inspection and our findings are discussed in the enclosed report. Within these
- areas, the inspection consisted of an examination of procedures'and representative records', interviews with personrel, and observations by the inspector.

During the inspection it was found that the implementation of your QA program' .i failed to meet certain NRC requirements. It was determined that SE failed to i adopt an adequate 10-CFR.Part 21 procedure to implement its requirement to' ,
assure that potentially reportable 10 CFR Part 21 evaluations are performed. !
An example of this was evidenced by the failure of SE to perform an evaluation of the April 29, 1986 ESFAS connector and wiring deviation at the Palo Verde Nuclear Generating Station.
The enclosed Notice of Violation is sent to you pursuant to the provisions of Section 206 of the Energy Reorganization Act of 1974. You are required to submit.to this office within,30 days from the date.of this letter a written statement containing: (1) a description of steps that have been or will be
- taken to correct these items; (2) a description of steps that have been or willbetakentopreventrecurrence;and(3)thedatesyourcorrectiveactions and preventive measures were or will be completed. Consideration may be given to extending your response time for good cause shown.
The response requested by this letter is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980. PL 96-511.
