Oyster Creek Nuclear Generating Station Docket No. 50-219 Security Plan Revision No. 20 Please find enclosed four (4) copies of the Oyster Creek Security Plan Revision 20 and a summary of changes. The overall effect of this revision is to enhance the security plan effectiveness.

Pursuant to 10CFR50.54(p),

this revision was made effective on September 12, 1986 without prior Commission approval.

Your letter dated April 21, 1986 identified several changes previously made to the security plan in revision 17, amended 17, and revision 18 which you considered unacceptable.

Revision 20 to the Oyster Creek Security Plan constitutes our response to your letter.

Since the contents of this letter which, if released to the public would compromise the physical security of the Oyster Creek Station, it is requested pursuant to 10CFR2.790 that this document be withheld from public disclosure.
