This refers to the inspection conducted by Messrst J. G.'Luehman, H. F. Bundy,

and T. R. Staker of this office during the period August 1-31, 1986, oft

activities authorized by NRC OperaLing License NPF-38 for Waterford Steam

Electric Station, Unit 3, and to the discussion of our findings with Mr.=R. P.

Barkhurst.and other members of youristaff at.the conclusion of the' inspection.

Areas examined'during the inspection included p.lant status;-Licensee Event

Report-(LER) followup; monthly surveillance; monthly maintenance; routine

inspection; IE Bulletins; preparation for refueling; potential generic.

problems; safety injection tanks; and followup of previous inspection items.

Within these areas, the inspection consisted of selective' examination of

procedures and ' representative records, interviews with personnel, and

observations by the inspectors. The inspection findings are documented in the

encl.osed inspection report.

During this inspection, it:was found that certain of your activities were in

b violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in'accordance with the provisions of.Section 2.201

of the NRC's " Rules of Practice," Part 2,' Title 10, Code of Federal

Regulations. Your response should be based on the. specifics contained in the

Notice of Violation enclosed with this letter.

We have also examined' actions you have taken with regard to previously

identified inspection findings.- The status of these itcms is identified in

paragraph 12 of the enclosed report.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office' of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
