In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 SEQUOYAH NUCLEAR PLANT - TECHNICAL SPECIFICATION CHANGE 76 In accordance with 10 CFR Part 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-77 and DPR-79 to change the technical specifications of Sequoyah Nuclear Plant units 1 and 2. The proposed change increases the loading sequence delay for the containment spray pumps onto the emergency power supply powered by the diesel generators by 150 seconds over the value currently listed in the technical specifications.

The proposed technical specification change is identified in enclosure 1. The justification for the proposed technical specification change is provided in enclosure 2. Westinghouse Electric Corporation concurrence in support of the proposed technical specification change is provided in enclosure 3. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR Part 50.92 is provided in enclosure 4.

This technical specification change is determined by TVA to be an item required for approval before Sequoyah restart. As such, you are requested to take any and all actions available to you to expedite the review and publication of the proposed change. TVA will make available the necessary resources to respond to questions resulting from an expedited NRC review.

Enclosed is a check for the $150 amendment application fee required by 10 CFR Part 170.12.
