. IMPOSITION OF CIVIL PENALTIES - $100,000 30, 1986, the Comission was notified of 'the intent of By EN 86-28 dated April IE to issue a Notice of Violation and Proposed Imposition of Civil Penalties in the amount of $100,000 to Arizona Nuclear Power Project. This action involved multiple security violations including access control and degraded vital area barriers and a failure to report. The civil penalties were escalated because of the multiple examples of violations and the licensee's prior notice of similar problems.
The licensee responded to the Notice by letter dated June 5, 1986. After careful consideration of the licensee's response, the staff has concluded that the violations did occur as set forth in the Notice.. Accordingly, an Order Imposing Civil Monetary Penalties in the amount of $100,000 has been issued today. Under the terms of the Order, the licensee may within 30 days of the date of the Order, pay the civil penalties or request a hearing.
