SEQUOYAH ECN CLOSE0VT AND FSAR UPDATES During a recent ECN inspection at Sequoyah, two areas needing additional TVA attention were identified. One area involves TVA's ECN Closcout Project and the other item involves FSAR problems documented in Corrective Action Report (CAR)

SQ-CAR-16-04-21.

The TVA ECN Closeout Project established in August 1985 was reviewed during the ECN inspection. This program, over one year old, has resulted in the closure of only 100 of the approximate 1000 field complete ECNs. Additionally, the Sequoyah Nuclear Performance Plan (SNPP) indicates that LCNs will not undergo the complete closure process before restart. This does not appear to be prudent, since the closure review is the vehicle which triggers the FSAR update process as well as ensuring that all drawings are revised. Without a timely review and closure of ECNs, it is unclear to the NRC how TVA's program will both ensure full implemen-tation of the modification as well as satisfying the 10 CFR 50.71 requirement for the annual FSAR update. Additionally, the FSAR discrepancy discussed in CAR 04-21 appears to be significant although no mention of these problems could be found in the SNPP.

We request that you advise us within 45 days of the date of this letter your schedule and justification for not requiring completion of the ECN Closeout Project and the review and correction of the FSAR discrepancy described in CAR-16-04-21 prior to unit restart.
