Dear Mr. Spangenberg:

This is to acknowledge receipt of your letter dated November 26, 1986, which transmitted changes, identified as Revision 7, to the "Clinton Power Station Physical Security Plan," under the provisions of 10 CFR 50.54(p).

We have reviewed the submitted changes and have determined, except for those items identified in the enclosure to this letter, that they are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable.

For those sections of the plan that are not acceptable under the provisions of 10 CFR 50.54(p), the changes may be submitted under the provisions of 10 CFR 50.90 without revision or revised to respond to our comments and then resubmitted under the provisions of 10 CFR 50.54(p).

The changes submitted in Revision 7 that responds to the changes made to 10 CFR 73.55 entitled, " Miscellaneous Amendments Concerning Physical Protection of Nuclear Power Plants," published in the Federal Register on August 4,1986, will be reviewed and approved by the Office of Nuclear Reactor Regulation under a separate letter.

The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
