Dear Mr. Agosti:
This is to acknowledge receipt of your letter dated December 2,1986, which transmitted changes, identified as a supplement to Revision 10, to the " Fermi 2 Security Plan," " Fermi 2 Safeguards Contingency Plan," and the " Security Personnel Training and Qualification Plan," under the provisions of 10 CFR 50.54(p).
We have reviewed the submitted changes and have determined that, except for those items identified in the enclosure to this letter, they are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable.
For those items identified in the enclosure to this letter as being unacceptable under the provisions of 10 CFR 50.54(p), they may be resubmitted under the provisions of 10 CFR 50.90 without modification or clarification or modified to address our concerns and resubmitted under the provisions of 10 CFR 50.54(p).
In addition, the revisions to the safeguards contingency plan cannot be reviewed since the Region III copy of the contingency plan, that was superseded by Revision 9 and reinstated with this submittal, was returned to you for destruction.
It is, therefore, requested that a complete copy of the safeguards contingency plan, that is to be reinstated, is forwarded to this office at the earliest possible date so the review of those changes can be completed.
The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
